2024 Chinese Government Scholarship General Rules for Enrollment of “High-level Graduate Students” Program 

中国政府奖学金“高水平研究生”项目（以下简称“高水平项目”），旨在吸引全球高水平国际学生，培养国际专业领军人才，全面促进高校国际化和高质量发展。

The Chinese Government Scholarship “High-level Graduate Program” (hereinafter referred to as “High-level Program”) aims to attract high-level international students from all over the world, cultivate leading talents in international majors, and comprehensively promote the internationalization and high-quality development of universities and colleges.

湖北中医药大学是教育部中国政府奖学金生培养高校，根据国家留学基金管理委员会《关于申报2024/2025学年中国政府奖学金“高水平研究生”项目的通知》（留金来招〔2023〕71号），我校制定了中国政府奖学金“高水平研究生”项目招生申请办法，欢迎各国优秀国际学生申请报名。

Hubei University of Chinese Medicine is a Chinese government scholarship student training institution under the Ministry of Education. According to the Notice of China Scholarship Council on Applying for the "High-level Graduate Student" Program of the Chinese Government Scholarship for the Academic Year 2024/2025 (Liujin Lai Zhao (2023) 71), our university has formulated the application methods for the "High Level Graduate Program” of the Chinese Government Scholarship, and welcome outstanding international students from all countries to apply.

一、申请资格

I. Application qualifications

（一）非中国籍公民，身心健康且无犯罪记录；

（i） Non Chinese citizens with good physical and mental health and no criminal record;

（二）年龄、学历、语言要求；

（ii）Age, educational background, language requirements;

1. 申请攻读硕士学位者，应当具有学士学位或同等学力，学习成绩优秀，年龄一般不超过35周岁；

1. Applicants for a master's degree should have a bachelor's degree or equivalent academic qualifications, excellent academic performance, and generally not exceed the age of 35;

2. 申请以中文为专业教学语言的攻读硕士学位者，中文水平须达到汉语水平考试（HSK）四级。

2. Applicants for a master's degree with Chinese as their professional teaching language must achieve a proficiency level of Level 4 in the Chinese Proficiency Test (HSK).

3. 申请以英语为专业教学语言的申请人应根据学校要求提供相应的语言能力证明，如雅思或托福或多邻国考试有效成绩证明。

 Applicants for English-taught programs shall provide relevant language proficiency certificates according to the universities' requirements like IELT、TOFEL  or Duolingo (englishtest.duolingo.com) report.

注：英语为母语或本国官方语言为英语的申请人除外；无英文水平证书者，可提供其它官方英文水平证书。

Note: Applicants whose native language is English or whose official language is English are excluded; Those without an English proficiency certificate can provide other official English proficiency certificates.

4. 申请人应当同时符合所申请学校在学术能力、语言能力及其它相关方面的入学要求。

4. The applicant should meet the admission requirements of the school in terms of academic ability, language proficiency, and other related aspects.

二、资助类别、期限

II. Category and duration of funding

1. 资助类别：硕士研究生。

1. Funding category: Master's degree program.

2. 资助期限：专业学习资助期限原则上与基本修业年限一致。

2. Funding period: The funding period for major study is generally consistent with the basic length of study.

1. 免交学费及校内住宿费。

1. Free of tuition and campus accommodation fees.

2. 提供在华期间生活费。

五、申请材料

Ⅴ. Application documents

1.《中国政府奖学金申请表》（中文或英文填写）。

1. Application Form for Chinese Government Scholarship (in Chinese or English);

2. 护照首页。如现持有护照有效期不符合要求（护照有效期应晚于 2024 年 9月），请及时换发新护照。

2. Copy of passport home page. If the current passport validity does not meet the requirements (passport validity should be later than September 2024), please renew the passport in time. 

3. 经公证的最高学历证明。如申请人为在校学生，须提交本人就读学校出具的预计毕业证明或在学证明。中英文以外文本须附上经公证的中文或英文的译文。

3. Notarized highest educational certificate. If the applicant is a current student, he/she must submit an expected graduation certificate or a certificate of study issued by his/her school. Texts other than Chinese or English must be accompanied by a notarized translation in Chinese or English.

4. 学习成绩单（自本科阶段起）。成绩单扫描件应包括本科、硕士（如有）、博士（如有）学习阶段，直至最近一学期的成绩。成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。可提供中/英文成绩单，如为英语以外语种，需另提供英文翻译件并公证。

4. Academic transcripts (from undergraduate level). The scanned copy of the transcript should include the grades of undergraduate, master’s (if any) and doctoral (if any) studies up to the most recent semester. The transcript should be issued and sealed by the Office of Academic Affairs, Graduate School or relevant student administration department. Transcripts in Chinese and English are acceptable. For transcripts in languages other than English, a notarized English translation is required.

5. 语言能力证明。申请以中文为专业教学语言的申请人须提供有效期内且与相应中文水平要求相符的 HSK成绩报告。申请以外语为专业教学语言的申请人应根据学校要求提供相应的语言能力证明，如雅思或托福成绩单。

 5. Proof of language proficiency. Applicants for Chinese-taught programs must submit valid HSK reports in accordance with the corresponding Chinese proficiency requirements. Applicants for other English-taught programs shall provide relevant language proficiency certificates according to the universities’ requirements, like IELTS or TOFEL report;

6.  来华学习计划。应提交中/英文学习计划（800字以上），内容需涵盖对所申请专业、申请院校的了解，对此专业未来发展的思考，选择在我校学习本专业的理由，个人发展规划等。学习计划只可以用中文或者英文书写。

6. Study plan in China. A Chinese/English study plan (with a minimum of 800 words) should be submitted, covering an understanding of the applied major and school, thoughts on the future development of this major, reasons for choosing to study this major at our school, personal development plans, etc. The study plan can only be written in Chinese or English.

7. 推荐信。提交两名教授或副教授的推荐信，内容应重点包含对申请人来华学习目标要求，中方院校或者中方导师与国外导师的合作情况或者校际交流情况，以及对学生综合能力，未来发展的评价，只可用中文或英文书写。

7. Recommendation letter. Submit the recommendation letter of two professors or associate professors, which should focus on the requirements of the applicant’s learning objectives in China, the cooperation or inter-school communication between Chinese universities or Chinese supervisor and foreign supervisor, and the evaluation of the applicant’s comprehensive ability and future development, which can only be written in Chinese or English.

8. 年龄不满18周岁的申请人，须提交在华法定监护人的相关法律文件。

8. Applicants under the age of 18 must submit the relevant legal documents of their legal guardians in China.

9.《外国人体格检查表》扫描件（原件自行保存，此表格由中国卫生检疫部门统一印制，须英文填写）。申请人应严格按照表中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效，检查结果有效期为6个月。

9. Scanned copy of Foreigner Physical Examination Form (the original copy shall be kept by applicants, and this form shall be uniformly printed by the Chinese health and quarantine department and filled in English). Applicants should strictly follow the items requested in the form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid, the results are valid for 6 months.

10. 无犯罪记录证明。申请人须提交由所在地公安机关出具的无犯罪记录证明，通常为提交申请之日前6个月以内的证明文件。

10. Certificate of No Criminal Record. The applicant must submit the certificate of No Criminal Record issued by the local public security organ, usually within 6 months before the date of submitting the application.

11.自我介绍视频。内容包括：（1）自我介绍；（2）对中国的了解；（3）来华学习计划。格式：AVI，mov，mp4三种均可，语言根据申请专业的授课语言，大小在50M内，时长不超过180秒。

11. Self-introduction video. The content includes: (1) Self-introduction; (2) Understanding of China; (3) Study Plan in China. Format: AVI, mov, mp4, all are available. The language is based on the teaching language of the applied major, with a size of within 50M and a duration of no more than 180 seconds.

注意：

Reminder:

1. 通过系统上传的材料须清晰、真实、有效。建议申请人使用专业设备扫描需提交的有关文件，因上传材料不清晰或不可识别造成的后果由申请人承担；

1. The materials uploaded through the system must be clear, authentic, and valid. It is recommended that the applicant use professional equipment to scan the relevant documents that need to be submitted. Any consequences caused by unclear or unrecognizable uploaded materials shall be borne by the applicant;

2. 学校不接受纸质邮寄材料；

2. The school does not accept paper mailing materials;

3. 录取材料将寄往申请表格中“永久地址”一栏中填写的地址请保持信息准确无误，请勿提供邮局地址；

3. Please keep the information accurate and do not provide a postal address in the admission materials the “Permanent Address” column of the application form;

4. 若获得奖学金，须在报到时携带上述所有材料的原件（提供预毕业证明的需携带正式毕业证书原件），以供现场查验；

4. If you are awarded a scholarship, you must bring the original copies of all the above-mentioned materials when registering (for those who provide a pre-graduation certificate, you must bring the original formal graduation certificate) for on-site review;

5. 我校未委托任何个人或中介进行中国政府奖学金生招生。有关奖学金申请事宜，请直接与我校联系。

5. Our school has not commissioned any individuals or intermediaries to enroll Chinese government scholarship students. Please contact our school directly regarding scholarship application matters.

六、申请流程

访问“留学中国”网站，点击“中国政府奖学金来华留学管理信息系统”图标进入申请系统。“留学中国”网站链接： http://www.campuschina.org，点击【学生注册】按钮，注册账户。注册成功后，使用注册的账户登录系统。湖北中医药大学“受理机构编号”为10507。详细申请流程请查阅《中国政府奖学金来华留学管理信息系统申请人用户操作说明》(附件2)。

Ⅵ. Application process

Visit “CSC Study in China” website and click “Scholarship Application for Students” at http://www.campuschina.org, Register an account through [CREATE AN ACCOUNT] and log in with your account. After successful registration, log in to the system with the registered account. The “Agency Number” of Hubei University of Chinese Medicine is 10507. For the detailed application process, please refer to Instructions for Chinese Government Scholarship Information System (CGSIS) (Appendix 2).

Ⅶ. Review and admission

1. 我校负责审核申请材料，并采取笔试或面试等方式对申请人进行考核，择优推荐人选至国家留学基金委。

1. Our university is responsible for reviewing the application materials, assessing the applicants by means of written examination or interview, and recommending the best candidates to the CSC.

2. 被我校预录取的申请人，经留学基金委专家评审通过，即可获得中国政府奖学金资助来华学习。

2. The applicants who has been offered a pre-admission letter from our university can obtain the Chinese government scholarship to study in China after being reviewed and approved by the experts of the China Scholarship Council.

3. 中国政府奖学金生不得同时享受中国各级政府和录取院校设立的其他奖学金（不含各类一次性奖励金)的资助，一经发现，其中国政府奖学金资格将予以取消，并须退还已领取的中国政府奖学金。对于刻意隐瞒资助情况的，除取消资格外，三年内不允许申请中国政府奖学金。

3. Students awarded by the Chinese government shall not be subsidized by other scholarships (excluding all kinds of one-off awards) set up by the Chinese governments at all levels or our university at the same time. Once found, the Chinese government scholarship qualifications will be canceled and the scholarship must be returned. Those who deliberately conceal their financial support are not allowed to apply for Chinese government scholarships within three years, except for disqualification.

4. 奖学金获得者来华后不得变更录取院校、学习专业及学习期限。

4. The students with Chinese government scholarship are not allowed to change the university, major and duration of study after coming to China.

5. 不能按录取期限来华学习者，奖学金资格不予保留。

5. Scholarship qualification will not be retained for those who cannot study in China according to the admission period.

Information System (CGSIS)

申请人开始奖学金申请前，请仔细阅读以下操作流程。

Please carefully read the instructions before applying for the scholarship.

第1步：访问“留学中国”网站，点击“中国政府奖学金来华留学管理信息系统”图标进入申请系统。“留学中国”网站链接： http://www.campuschina.org，点击【学生注册】按钮，注册账户。注册成功后，使用注册的账户登录系统。

Step 1: Visit “CSC Study in China” website and click “Scholarship Application for Students” at http://www.campuschina.org Register an account through [CREATE AN ACCOUNT] and log in with your account.

第2步：录入申请人“个人资料”。点击【编辑个人资料】开始录入个人资料，逐项完成个人资料的录入，并验证保存。完成个人资料录入后，点击【完成】返回上一界面，开始录入个人申请信息。申请人须在完成个人资料录入后，方可开始填写申请信息。

Step 2: Input Personal Details. Click “Edit Personal Details” and finish inputting personal details by filling in all the information, verifying and saving the information. After the completion of this section, return to the previous page by clicking “Finish” and start filling in your application information.

第3步：选择正确的“留学项目种类”。请选择“B类”留学项目种类，点击【新增申请】按钮，开始录入申请信息。

Step 3: Select the correct “Program Category”. Please select Program Category “Type B”, click “New Application”, and start filling in the application information.

第4步：填写正确的 “受理机构编号（拟申请的高校提供）”。

Step 4: Input the correct “Agency Number (provided by the preferred designated university)”.

湖北中医药大学受理机构编号为：10507

Agency Number of Hubei University of Chinese Medicine is:10507

 “留学项目种类”和“受理机构编号”两者彼此关联，均为“中国政府奖学金来华留学管理信息系统”中的必填内容。申请人填写后，系统会自动显示所填写的代码代表的受理部门的名称。留学项目种类和受理机构编号存在对应关系，如果填写错误，奖学金受理部门将无法收到在线申请信息。

Program Category and Agency Number are directly matched, both are mandatory for online application. After inputting the agency number, the matched agency name will automatically show on the page. As Program Category and Agency Number are directly matched, application processing authorities will not receive your online application if the program category or agency number is not correct.

第5步：填写“申请信息”。完成上述操作后，录入“语言能力及学习计划”并上传“补充材料”，直至点击【提交】完成申请。提交申请前请仔细检查各项信息及补充材料，请确保信息及材料的正确性、真实性。

同一招生年度内，每位申请人仅限提交1份B类申请。B类奖学金申请人如有多个意向院校，应自行确定一所作为奖学金申请院校， 提交后的 B 类申请即视为申请人最终意向高校。

Step 5: Input Application Information. Next, please move on to the section of “Language Proficiency and Study Plan” and upload “Supporting Documents” as requested, then click “Submit” to complete the application. Check each part of your application carefully before submission. Please make sure that all the information and uploaded documents are valid and accurate.

Each applicant can only submit one Type B application every academic year. Applicants should confirm one university as Type B application if their interested universities are more than one. The submitted Type B application will be considered as the final selected university. 

第6步：申请一经提交，申请人将无法修改“个人资料”及“申请信息”。申请被受理前，申请人可通过点击【撤销】撤回已提交申请，并进行修改。申请被撤回后，申请人须在编辑后再次提交，否则该申请将无法被受理。申请被受理后，申请人将无法撤回该申请。

Step 6: Once submitted, amendments cannot be made on “Personal Details” and “Application Information”. Before the application is processed by the processing authorities, applicants can revoke the submitted application by clicking “Withdraw” and edit the application. After revoking the application, applicants must submit it again after re-editing, or the application will not be processed. Once the application is processed, the application cannot be revoked.

第7步：点击“打印申请”下载申请表。

Step 7: Click “Print the Application Form” and download the form.

第8步：按照受理机构要求提交奖学金申请。

Step 8: Submit scholarship application under the requirements of the dispatching authorities (or application processing agency).

申请人须使用中文或英文完成全部申请信息的填写。
